
Community beautification is an important matter to the Council and to mutual rate-payers. The overall aesthetics of the community is something that we are all proud of and continue to strive and maintain a community that is clean and tidy.
From time to time however, the Town receives a few complaints regarding untidy or unsightly properties. Complaints received vary from lots that are overgrown with grass, weeds and hedges. Some may have an abundance of debris/materials scattered around or a number of derelict vehicles on the property. Whatever the concern may be, it is usually received because of the negative impact the property may have on neighboring properties and on the community as a whole.
In the event the Town continues to receive concerns over properties, the Council may, however reluctantly, order for the property owners to clean up their property. Through local bylaw and The Municipalities Act the Council has the authority to order owners to remedy the condition of the untidy and unsightly properties. If owners neglect to fulfill the requirements of the order, the Town will then perform the work and any costs thereto will be added to, and form part of the municipal taxes.
Please remember - EVERYONE must do their part in keeping Carnduff a clean and well-kept community.
Within today's mortgage requirements, insurance requirements, and an onus on ALL municipalities to ensure residential and commercial buildings are constructed to a minimum standard, it is only appropriate to advise and re-enforce the Town of Carnduff's Building Development procedures and policies.
There are important steps to follow when considering building and lot development. Building Permits are required when: New Construction is contemplated; Major building renovations where structural changes are necessary; and when buildings are moved into the municipality.
Prior to any construction or alteration of buildings, the proper municipal approval must be obtained. Plans for new construction and major renovations are subject to the Development Permit Applications process. The Development Permit Application and construction details must be submitted so the Town's Building Inspector may review the development permit application, accompanying building plans and specifications to apply the National Building Code of Canada Regulations and Provincial Fire Regulations. Once the plans have been reviewed, and alterations made if necessary, the Council may approve the Development Permit Application.
These steps ensure your building, whether residential or commercial, may be constructed in accordance to any national, provincial and local regulation. This is extremely important as financial institutions and the insurance industry are becoming more and more focused on ensuring their investments are meeting minimum construction and development standards
Landscaping and beautifying your property may not require approvals from the municipality, however some steps should be taken to ensure the Town and neighboring property owners are aware of what may be done. As an example, fencing and border tree or hedge planting should be done in consultation with the neighbors so both parties my be aware of what developing is planned and how it may affect each property.
When planting trees and shrubs on a corner lot, owners must be mindful of sigte-lines so not to obstruct intersection traffic views thus becoming potentially liable for incidents that may occur as a result of an obstruction.
When contemplating a fence, the property owner should contact the municipality to see if property pins may be located. If the municipality cannot find the proper lot markers, then a survey company must be contacted and be brought in to establish the lot pins in their proper location. The cost of such work is the responsibility of the property owner.
Each spring, usually around late April, the Town commences street sweeping operations. Once the town streets have been completely gone over, a weekly schedule will be adhered to. Weekly sweeping of Broadway Avenue and Railway Avenue will be completed and then attention will be directed towards the remaining avenues and streets.
The Town would kindly request your co-operation to ensure vehicles are not parked on the street for extended periods of time. This is a common problem for the public works personnel and does create some hardship to complete a proper cleaning of the streets. If you happen to notice street sweeping operations taking place, kindly have your vehicle moved so a proper and complete job may be done.
During spring run-off and heavy rains during the summer season, storm sewer catch basins may become plugged with grass clippings, small tree branches and other debris. If you notice a catch basin has become plugged and the water is not getting away , please contact the Town Office
PLEASE remember, when possible, NOT TO ALLOW grass cuttings to be discarded or directed onto the streets as this will help keep streets and catch basins clean.
Generally, snow removal from streets will commence with Main Street, Railway Avenue and streets leading to emergency service buildings. Once these streets are cleared, the remaining side streets will be cleared as necessary. It is the Town's intention to have the streets cleared within 24 - 36 hours after a major snowfall.
Snow removal operations are intended to go smoothly and without major incident. However from time to time, heavy snowfall amounts do create an excessive load on the snow removal personnel and equipment as clearing streets brings about the problem of blocked driveways and lanes. The Council kindly request your understanding that, at times, this cannot be avoided. The Public Works operators will do their utmost to clean driveways immediately after making an initial pass on the street. Again - your understanding is appreciated.
Parked vehicles create a nuisance during snow removal as well. Remember - if your vehicle is parked on the street, it becomes a dangerous obstacle for operators to maneuver around and, most times, becomes blocked in by the snow. Please ensure your vehicle does not remain on streets for extended periods of time.
The Town also receives complains regarding individuals removing snow from alleys and driveways and depositing it on municipal boulevards or neighboring properties. Any snow removed from private driveways should be deposited on the property the snow originates from and not municipal boulevards or neighboring properties. This creates a nuisance for the Town in it's snow removal efforts as well as causes problems with neighbors.
This is a kind reminder that your 2010 dog license is now due. If you have not already done so, please register your dog at the Town Office. The annual fee is $10.00 per dog.
The Council is respectfully requesting your co-operation to be a responsible pet owner and make sure your dog is properly restrained to YOUR property while it is outside. Your dog should not be allowed access to streets, lanes, or neighboring properties while being restrained to your property. As well, your dog shall be property restrained with a leash while being walked. Fines for not properly restraining dogs to property and for dogs running at large is $100.00 per infraction.
Dogs continuously barking create an unnecessary hardship on shift workers, seniors, and infants as well as becoming an annoyance to neighbors. Continuous disturbances may be forwarded to the RCMP for enforcement under the Town's Noise Bylaw.
Bylaw #343-99 of the Town of Carnduff, prohibits certain breeds or mixes of dog breeds from being kept or harboured within the town. These breeds include: American Pit Bull Terrier, Pit Bull Terrier, Pit Bull, Rottweiler, and Doberman Pincher.
Regens Disposal recently went to a fully automated waste collection system for residences in Carnduff. The Council would like to forward their appreciation to residents for accommodating a slight change to pickup days as well as complying with the requirement to have refuse that is placed in the curbside containers BAGGED.

All refuse being deposited in the residential containers, including grass clippings, garden refuse and leaves, MUST BE BAGGED. Due to a fully automated system, bags left outside the containers will not be picked up.
Please ensure recyclable materials are placed in the appropriate compartments in the recycling bins. Cardboard materials should be broken down and flattened whenever possible to maximize storage space in the container. Your co-operation is appreciated.
